Yes, rules are clear.... Links are allowed (entertainment/knowledge base) BUT under the direction of management.
Hopefully you'll revise the rule by focusing on BOLD FONT

If you are talking about picture size in Signature, as you know Massive pictures take more time to download then small size picture like wise big pictures capture more space which can make difficult to read posts on a page.
More time = More slow
As We've defined Maximum signature size is 100kb then i guess we should follow the rule.
